Gilles Delfassy, ex-senior vice president and head of Texas Instruments Inc.’s wireless terminals unit, has been appointed chairman of the board of directors of Open-Plug, a French startup that creates and commercializes ELIPS, an open application development environment designed for mass-market mobile phones.
